Make sure you get a picture of the DOT number. Its going to be a number letter combo up to 12 characters long. Usually in groups of four. Such as C62U H7HR 1209. Occasionally the middle set will contain only three. The last four being the week and year the tire was produced.

Its on the sidewall. Check the inside and out side. Only one side carries the last four characters denoting week and year of production.

That sucks.
I got a ticket in my old 94 Camaro V6 for an aftermarket exhaust system on that. It was pretty funny. I laughed for awhile, then brought it to one of my friends who owns an inspection shop and he signed a piece of paper saying it was legal. Problem solved. They threw out the ticket. Try doing that.

We dont have inspections here or "inspection shops".
Just make sure to keep the part where it says "not for highway use" out of the pic.
You do have to keep in mind that if you do take it all the way to a trial, they can impose the maximum penalties if you do not win (the tickets are not the maximum penalties).
It also will not be relolved in one day. When you take the tickets to court, you are just there to get sentanced if you plead no contest or guilty. If you plead not guilty, they will set another court date for the trial.
Are any of the tickets "fix it" tickets? Where you repair the "faulty" conditions and have the car inspected the local PD and you pay a smaller fine?

If the evidence the issuing officer collected sounds anything like the videos she posted, any judge will be able to without a doubt tell it's quite a bit louder than "stock."
Your plate ticket will be thrown out pending you prove it's been since taken care of. Just simply tell the judge the cars been sitting out for a while and you didn't realize the plate was so dirty.
Tires are iffy, I think you should be able to get out of it. If they are legal and have adequate tread (did they measure?) If your down to your wear markers, the "BALD TIRED" ticket makes sense. If your front tires are fine you should be able to use that to at least cut the ticket down. If an officer writes you a ticket for "FOUR BALD TIRED" I would think they need to do measurements on all four tires, for evidence.

they did not touch any of the tires, they just looked, and the rears are to the bars like ive said before, i think the fronts are almost there. he used a voice recorder to record the sound of the car which id assume would make it sound alot louder then it is jus like the vids she posted do. an he also says "smell that u dont even have a cat. converter" (it was running rich at idle hasnt been tuned) he did no visual check for a cat but made the assumption that i dont have it on his own.
