I talked to a guy who does tuning and he says that he can't tune the 93's because they have a chip. Is this true?

Yes they need to have a chip burned. PCMforless or Madz28 do mail order tunes for the 93s (And idk about madz28 but pcmforless does dyno tunes if you bring the car to them)

You could always buy tunercats and a chip burner and have a tuner do it. But unless you got the realtime hardware you would have to make a run... change the tune, burn a chip, put the new chip in, make another run etc etc...

If you give them the specs, they can get CLOSE. Granted the best option is having it dyno tuned.. chances are the mail orders tend to leave the tunes on the rich side just for extra insurance, they obviously don't want to blow anyone's car up.
