    Wouldn't they become a completely different firearm?

    Bear with me if you can:

    The lower is registered under its serial and owning it would require a stamp.

    In order to convert it, one would have to purchase and replace each and every lower. Therefore, creating a new, completely different firearm.

    However, destroying the lowers and selling the rest of the gun would be legal and fall under "parts."

    Just my 2 pennies as that's what Kiesler's does here in Indiana.

    Means stripping each rifle down to a bare lower and then selling em as a box of parts. Not sure but I assume the sear is different for full auto?

    PD would lose money that way. (And would a class 3 FFL be required to do that work?)

    They are a PD.

    They could dispose of the lowers I believe. ATF recommends taking "historic" full auto parts without paperwork to the nearest PD for disposal.

    Im am far from an armourer so I cant answer the technicals. I can tell u that we did the same with our mini14s and sold them via firearm auction to the highest bidder.

    I'm sure the auction had a contingency, then. ATF rules are pretty clear.

    But either way, I bet they're some nice rifles.
