Eh not sure. The market is flooded with so many brands of parts kits. Delton makes a pretty decent one for 450 bucks, minus receiver. Not sure what it would take to come up with enough parts to make a complete one. If you could find everything in one place and avoid 13 different shipping costs you might make it

Check out palmetto state armory, they have some great prices and some of their stuff is great quality. stay away from the ptac and freedom lines and you can build a quality AR pretty cheap. another good place is MAS defense. I will warn you that building AR's is quite addicting. also checkout tactical machining for 80% lowers.

I like palmetto, but you can do better. I have not been overly impressed with their stuff, but its nice.
I would recommend JSE surplus.
I would also get a wilson barreled upper.(dunno if it avail in 7.62x54) Its the same barrels used on Rock river arms that guarantee 3/4 moa. You can have them build it test fire ect.
The Russian 7.62 wont be a fun plinkster for a newb like the 22 cals. The AR platform is light and increases felt recoil.
I would totally do an 80 percent lower, its nobody's business what you build, itd be fun and cost effective. Transfers in my area ar $55+ most want 70-100.

True but knowing its accurate shows its quality.
The other thing to think about is reliability and the ammo you will feed it. Alot of the cheap 7.62x39 is steel case. I have had no problem in my weapons from it in any platform other than stiff bolt lift, but alot of AR internet jockeys seem to have problems.
Just something to think about as far as cost and feeding it.
I think itd be a fun gun.

A cheap constructed gun that shoots cheap 7.62 stuff would suit my needs, at the moment I can shoot it at a whooping 25yds sooooo bar ain't set that high

I would stick with 5.56,223. Steel cased ammo is on par with 7.62x39. Plus mags are cheaper, available and more reliable than 7.62x39 ar mags.
