If it was also an A4, it may have only 2.73 gears.

Some autos have lower gears from the factory. I don't know much about what gears that the autos came with throughout the 5 years they produced them. But I know they varied. Someone else knows more about this then I do. I'm sure someone will chime in

What RPO code does it have?

is the factory tach accurate
...if it does have gears and the speedo is accurate it means it has been tuned for the gears as well
1994 Formula, 396cid, AFR 227's, Single plane, and 2 of the big ones.

I have 3.73s now and a 6 speed and turn about 2k @ 60 according to the crappy factory tach. It sounds like you have 3.23 rear.
