I wasn't trying to justify the thief lol, just thinking about all possible sides to the logic they used haha.

LOL... I didnt think you were taking the thiefs side.... But I guess I think as a cop.... its alot easier to not be noticed if you take the whole thing quick and strip it somewhere else..... less chance of being spotted. Pulling something like a trans will put the thief in a vulnerable, maybe even obvious position....
