'95 Z28 Bad gas mileage

I plan on doing a plug and wire change. When I punch the throttle at low RPM there is a shaking. It's worst in 4th, 5th, and 6th 1600 rpm and below. I was thinking that it might be a misfire. It needs plugs and wires anyway, so I'll see if that changes anything. The MAF has been cleaned in the last 6 months.

I get 20mpg city and 28mpg highway in 6th gear.

Besides O2 sensor and other issues, driving habits can also be a factor.
Being easy on the gas pedal helps.

In city driving I keep my rpm below 2,000

Keeping it in too high of a gear and lugging it can cause bad mpg as well.
