a4 hesitation? slip? tc issue?

I turn the car on and go into gear, the car doesn't feel like it goes in gear. the lever moves and selects the right gear and everything, but when I let off the brake the car just sits there like it's in natural. I have to rev it to around 1500 to make it grab the gear and go. Once that happens it's fine, until I get in low rpms and it will do the same in every gear until I rev it high enough. In cold or warm, no matter what gear it's in it still happens.

x2. Make sure you check it hot idling in park. But if your low enough to cause the described problem its not going to show any fluid on the dip stick either way.
