learned on the Honda on the right, ride the Harley right now because the carbs are torn apart on the CB650.
personally i'd say find an older bike (late 70's early 80's) in say 600-750cc and go have fun. my CB is a '79 and still has more than enough grunt to get out of it's own way (and rip off a 12.999 @ 104mph bone stock), it's also dirt cheap. i bought the bike for $700. only issue i've ever had was the carbs needing a rebuild, but on a bike built in 1979 with less than 13k original miles what do you expect.

if you buy a 250 you will hate yourself, i had a 03 GSXR600 and a 09 R6 that i just sold... i love bikes but i cant be on another one... im scared of getting hurt bad like my neighbor was so i decided id just get another F body to get my speed and crusing fix. bikes are a blast but your limit is just that, sooner or later you will get comfortable enough to push it every time your on it... with me i realized this and just passed it on... if you get one please ride fun and fast, within your limit. and keep in mine when cornering or high speed, all it takes is a gravel, or a small patch of oil from a LT1

trust me, i know all the hazards of a bike, i have been around them my hole life just never really got in to riding them. and i appricate people susgesting GSXr's and CBR's but as i had said in the first post im 5'4....and a bike with a 32-34 inch seat is really a no go. i can just touch with both feet (tiptoe) on a Ninja 650r that has a 31inch seat.

Bikes are easy enough to lower, so dont let that be a big issue.
My bike is stretched and lowered and it still handles like a CHAMP!

yesterday the wife and i placed an order for a denim white fat bob dyna . i sold my 91 soft tail a decade ago and have whined ever since. i think the 250 would be a waste of time and money. 600 would be fine to start. i started on a suzuki ts 185 in jr high and my pop bought me a a 80 suzuki gs550 e in high school. that was 30 years ago when at 14 you could get a permit to drive a bike by yourself

what I do have are a very particular set of skills; skills I have acquired over a very long career. Skills that allow me to do with things that would be a nightmare for people like you.
