Just rough up the clear and get smooth. No reason to go through the base or to the plastic..... Just giving yourself more headaches going lower.

Do a light coat of glazing putty over the cracks.

Yeah you have to remove those. Other wise they keep coming back.

the metal bracket on passenger side wasn't there and there were those crap nut clips, when I hit em with a ratchet they ripped the bumper apart.

really considering trying the eBay painted bumper route
