in the regal I have you can self program with a procedure... no dealership
On some cars you have to have an operational key fob to initiate the programming sequence, then you can program additional fobs. Otherwise a dealer has to do it. This was the case on one of my cars

Had the TC and headers installed, put in new opti and WP seal, new wires, starter, etc etc.....now I have a tranny fluid leak. Yay.
