In PA do law enforcement vehicles HAVE to have the "X" in the license plate? As far as I know, in Michigan all police/government vehicles have the "X" in the middle of the license plate so you can tell it's a real police officer. At least I've never seen a marked police vehicle without the "X". Something to chew on - if it's the same in PA and you said you already have a few digits of the license plate, was the "X" present? In your first post you said the vehicle you saw had "POLICE" stickers on the side - has it been the same vehicle each of those times?
Lastly - and Larry, please give input on this idea - if the guy is that bad about hiding himself while he's apparently stalking you in the parking lots or at your house, instead of completely walking up to the vehicle, what about having an obvious digital camera and being obvious about taking pictures of the guy's car while he drives by and/or is hiding in the parking spaces? Sometimes doing that will spook people off. My mom told me she had a guy in front of her that was totally "road raging" her - brake checking and trying to run her off the road. She took her cell phone out and pretended to take pictures of his car and his license plate and then pretended like she was calling someone and the guy got so spooked out he pulled a U-turn and zoomed off.
