He must have found a loophole in the rules for that particular class, or that particular class doesn't care what block is used.
It's like taking an L98 TPI motor, and swapping the heads to AFR's Eliminators, and then running a Victor EFI manifold with custom elbow, TB. Sorry...it ain't an L98 any more when you remove the heads and the TPI runners.
