The licenses are $200 when you first get them. They get their renewals three months before they expire, I dont feel sorry for anyone that is late.
Turns out that nothing is going to happen to the guy, he was just sent a new form. One of the supervisors (ex-marine) volunteered his time to hand deliver to the guy, but his boss declined the offer. :D
