Yes fans run and SES flashes when scanner is connected.
It has batteries, no additional power plug or cords. Handheld Innova 3120.

Alldata pics I copied kept changing so I just removed them.
I would pull up the wiring diagram for the pcm and data connector and chech the grounds at each.

Update:
Larry, no I have not checked between the DLC and the ECM.
Visual check of the grounds look ok, but I was unboxing some others goodies instead of checking with the multi-meter.
Fuel Pressure stays steady between 38-42, gauge was a little slanted. Except if I punch the throttle in Park, then I get a stumble/hesitation. If I roll on the throttle from idle it will climb just fine.
I know the plug wires need replacing and I have the new ones, just needing the wrenching time with the weather turning on me fast.

Still can't get any program on two different laptops or my Innova scanner to connect to the car.
Cleaned up all the grounds in the engine bay, and check the DLC ground for good continuity.
With DLC jumped I am getting codes 12 & 15.
The 12 for No distributor reference pulse. ???
The 15 for low engine coolant temp, has the new sensor I just replaced and the wiring is good.
Didn't have to pump the pedal to get it to start today after cleaning the grounds, but still has the bog/hesitation if I punch a little from idle while parked.
Ready to hear ideas.
