if you are adjusting the balance from right to left, it will limit the voltage coming out of the pre-outs in the back of the deck, thus giving your amp less signal to amplify. so, if you adjust the balance all the way to the right, it will make the left sub weaker.
this is all assuming you have everything wired up to the amp for a stereo setup rather than mono, and is normal.
you can buy a second amp, and power each woofer off of it's own amp. probably not necessary. depending on what ohm load your amp can handle, you can also wire your subs differently (like in parallel or series) that can alter the power requirements and impedance load. especially since these are DVC subs. if your amp can handle a 1 ohm load, you can easily get 2 4 ohm DVC subs down to that by wiring them in parallel and this will get some more power out of your amp. kid's dont try this at home unless your amp can handle a 1 ohm load!
