If I went to any legit shop in my area, they should still be doing a visual inspection and checking to ensure all smog/cats/etc crap has not been tampered with. Any real car guy knows who to go to and who to avoid. I take my wife's car to the dealer or the garage 1/4 mile away for inspections. I take my piles of crap to a garage that built their own 6 sec 1st gen. I stand around and make small talk while they inspect brake pads, tires, lights, etc.
I've gone to "lick em and stick em" places where they literally just hand you the inspection sticker and a scraper, but I'd avoid them. They're usually on someone's radar and don't last long.
Where in PA are you going?
