My car sits for like 3 weeks at a time when I drive it I get strong smell of fuel.there is none leaking as far as I can tell.so what do I need to cut the area above the tank out to check the lines over the tank?could it be the evap canister hose?

I would start by checking the charcoal canister and lines. If you can smell gas fumes I would not be cutting it around the tank you may need to drop the rear end to check the lines on top of the tank
i hate the idea of dropping the tank:banghead:. gm should have a access panel like most every other car
I did this to my car when the fuel pump went out. Just followed what I found on YouTube and it was pretty easy. Just let the car sit for a while to let the gas fume smell dissipate before you tear into this. Since you said you let it sit for weeks at a time, this shouldn't be an issue lol.
