Actually, the "1.5" applies to the hybrid PCM used in the 94/95 Corvette LT1's. They have both OBD-I and OBD-II elements, and produce scan codes in both formats. The main difference is the addition of an after-cat O2 sensor, and some of the OBD-II emissions checks. True, there is no "offical" OBD-1.5 designation, but there is a cross-over PCM that spans both OBD-I and OBD-II.
I strongly suspect that GM planned to use the same cross-over PCM on the 95 F-Bodies (typically lagging the Corvette revisions by one year), and that would explain the switch to the 16-pin connector. They just never installed the cross-over PCM.
