In my opinion, it's all crap. Some people think there will be magic solutions that will just give them horsepower so they buy it. I believe about 6 years ago me and a buddy did the math on stuff like that and you would have to fill up at least a quarter of your fuel tank with the stuff for it to even remotely affect the octane to a point where it would make a difference.
However, if you have no need for the extra octane (like running more timing, more boost, nitrous) then you're car isn't going to magically run like a raped ape.
More octane does not always = more power
There must be a factor in the middle that justifies the increase in octane, otherwise your car just runs rich.
Edit: to further add, the reason he was using one of those products was because he had a supercharged GTP, and on hot nights he would sometimes get some knock high in the revs. He would use it as a precautionary against detonation
