Sounds like you have something Going on. Converter is to tight, gearing wrong, motor aint making enough power etc... i know a few people that sixty foot and go fast with a 60e.

We actually see cars 60 ft worse after a transbrake TH400 swap compared to a footbrake 4L60E. The 3.06 first gear ratio of the 4L60E is far superior over the 2.48 first gear of the TH400. The car will also average around a .1 second slower with a TH400. When you say "PTC" converter, do you actually mean PTC or are you confusing PTC with Protorque?

TH400 sucks up a lot of power. I had engine dyno and chassis dyno numbers with my original T56/McLeod Street Twin/12-bolt. At 762 flywheel HP, with the T56 we lost 12.5% at the rear wheels. With no other changes, other than a TH400 with a non-locking converter (no brake) it lost 22%. Then try and enjoy driving on the freeway a 70 MPH/almost 4,000 RPM (w/ 4.11's). Gear Vendors wasn't cheap.
