Okay I recently bought a 94 z28 with a vigilante 3300 stall and B&M shift kit. Is there anyway I can verify it has a stall from driving and not pulling the transmission?

Nope. You might be able to see something if you pull the inspection cover off.

Hold the brake down... slowly give it gas... let us know what rpm the tires start spinning. ; p

Did that before just doesn't seem like it's at the stall prev owner said was in. If it's a 3300 stall should it spin the tires at 3300+?

If the Trans had a transbrake, I would go close to 3300. However off the foot brake, 2k is more likely.

My edge 3600 stalls to 1900-2000 off the foot brake.

Footbrake stall isn't an accurate way of determining actual stall. There are other variables that play into it. The integrity of the rear brakes is something many overlook. Stall is also dependent on engine torque. A converter will footbrake stall less in a vehicle with less torque. a converter will also footbrake stall less with steeper gears.

Just hold the brake and gas with a 3300 stall the tires might want to spin at 3k.

If you have some decent tires try to "flash" it from a stop by just mashing the gas, you should get close to 3300.
