For anyone in the future that does tinkering and needs to know it, the offset hole that the lt1 damper hub has is offset 4° clockwise, looking at the engine.

The standard SBC bolt pattern for pulleys has three holes, all 120° apart.
I searched everywhere and finally had to draw it out to get the answer for a project I'm working on. Hopefully it will save someone some time in the future.
