tire size plus or minus

i am running a 26 in tire with stock gears, and at the top of the 1/4 i have to sift into 4th for a hole 10 yards. would i make it thru the lights in 3rd if i go to a 28 in tire. plus the extra sidewall bite would be GREAT!!!!!.
also how would it play out if i put 4.10 gears, with the 26in, and with the 28in. tires.
