And now the challenge of how to remove material without removing guide plate.

Anyone have a good write up or info on guideplates?

man, if the "side to side" placement of the "u grooves" in the guide plates allows the rockers centered on the valve tips then the next thing will be the back of the 'u groove". I would slot the rocker stud hole and allow plenty of tranel backwards so the PR doesnt't contact this.

When it contacts it the PR will try and pop out of the rocker or pushrod and put lots of side load on this area and pretty much the entire rocker, stud, pushrod, lifter, lifter bore, etc.

As far as slotting with out removing the guide plate, I just cant see that happening.

Are those adjustable guide plates to get rockers centered on cvalve tips or are they stamped ones that set PR's in a fixed location?

TBH, not a clue, they came assembled on a working motor so I never bothered to check. Live and learn, never ever buy someone else's "performance" shop build.

If they are just stamped ones, I can unbolt, grind center slots, wash, and reinstall without any worry of readjustment? Otherwise, find a way to mark em before taking out stud I guess.

Hopefully you found the problem. Seems like, (as mentioned), the guide plate needs to be positioned just slightly so that the pushrod is not tight in that U-groove.
Pain in the butt if you have to do all of them. Maybe try a few until you find the noisy one.

Now, granted I am all for fixing issues, but, what would cause this clearance issue to not make consistent noise at idle but then very audible while driving?

My lifters failing did that...wasn't consistent at idle, but driving randomly it would squeak and sound like a alternator going south fast

These are new lifter and new cam, if they went bad on what little run time I have, well, fuck.
