    This is the email i just sent the DMV

    I have some questions about ODBI compliant cars and Emissions testing in Delaware. Since 2002 I have owned a 1993 Camaro Z28. The car has been pampered and very mildly modified over its life. It is basically my toy and a show car. It now has just over 66,000 miles, approx. 3300 miles a year average, but I am the 3rd owner and I can attest that I rarely put 2000 miles a year on it since I have owned it. In 2011 it pass inspection with no issues. My wife lost her job in 2012 and in an effort to save some money I stored the car in my garage until this year. I have the car insured as a Classic Car of Special Interest through Hagerty and they covered it for the storage duration. In the beginning of the month I took the car to the Wilmington DMV where I failed the hydrocarbon emissions on both high and low speed, and the NoX on low speed. The fuel in the car was approximately 2 years old and even with Sta-bil, it was probably bad. The technician said that was more than likely the issue and to drive it and do some basic maintenance.
    I drove the car home and proceeded to do a tune up, drain the fuel tank, change the fuel filter, and put fresh fuel in the car. With the temporary tag we drove the car to Ocean City and back last weekend with no issues and averaged 21+ MPG. All seemed normal with the car. Nothing mechanically has changed with the car since 2011. I took it back to the Delaware City DMV last night for a recheck. Before we went, I topped it off with fresh fuel and drove it to get it up to operating temperature. We had to wait a bit in line, so the car was good at hot. The technician was very friendly and commented on how nice the car was. He then had many issues trying to do the test and admitted he didn’t do many of these type of tests. Another technician had to come over and clear the machine. We were about 40 minutes with the sniffer up the tail pipe before the test was started. I again failed the test with similar high numbers on hydrocarbons on both speeds, but the NoX was fine. Due the wait and the line forming behind me I decided to just head home.

    So now to my questions. Since I do all my own maintenance to the car what do I have to do to prove I am trying to fix my problem? Unfortunately, even though my wife has a job now, I do not have the time and money to just throw at this car. Some states have exemptions for cars that do not drive many miles a year, could this be an option for me in Delaware? I want to fix the car if there is a problem, but I need to be able to legally drive the car to diagnose it and I can’t keep buying temporary tags. Also I travel a bit for my job, and my time is tight. My parents have several antique cars and I know Delaware law is 25 years old. My 1993 is getting very close. Due to the fact is it is rarely driven and when it I do drive it I am usually going to an event, can I get some kind of grace for an antique status?

    I know it sounds like I am trying to get by on breaking a law, but honestly I am not. I am just trying to make sense of emission testing a car that passed before and won’t pass now and the only difference is that it was in storage. Any help or advice would be greatly appreciated. I still plan on troubleshooting the car, but my t-tag runs out June 6th
    and I have some business travel in the next 2 weeks. I would really like to get the car ready for the show season and be able to take my family back out. It has been a long time since we got to enjoy taking the car to events.

    @popo8 - I saw that and will edit it. Thanks! I am interested too. Here is my tune. It looks like my fans are set too low and my mV for the o2's are too high? @sweet-94z28 @MoeHorsePower I'm willing to pay either of you to go through my bin and adjust. I have an ostrich so I don't have to burn chips. I am planning on data logging this weekend. It looks that my timing is set way up too. Mods are the LPE 211/219 cam, 1.6 rr's AIR/EGR delete, Long tubes with 4 wire o2 conversion, dual cat exhaust, MSD 6AL, MSD Coil, MSD Opti, Stock Platinum Delco plugs, 52mm BK TB, Ram Air, Accell 26lb Hr injectors. Otherwise car is stock.

    i you may be overthinking it.....i often go with the K.I.S.S method (Keep It Simple Stupid). i'm NOT saying you are stupid in anyway.
    i would not do anything to alter my emissions controls and i am emissions exempt in my state.i still got emission legal headers in a way i think gm knows better than most of us to a point when it comes to programing their cars emission system

    3. Defective Catalytic Converter (CAT) Some vehicle manufactures have designed their cars to operate without EGR valves. Non-EGR equipped vehicles rely heavily on the Catalytic Converter to assist in the reduction of NO. These vehicles have tendencies to develop CAT problems sooner then those which are equipped. If you own a non-EGR equipped vehicle, and have failed the emissions test for high NOx, pay close attention to the Catalytic Converter.


    i have had bad o2 sensors that never set a code but were bad.we looked at the readings from the o2 sensor and it was out of spec.could be that could be a injector leaking/hanging up from the fuel sitting.

    If anyone mentioned it I missed it but have you checked your O2 sensors to make sure they are capable of ~.9v when you stab the throttle.
    If either/both are weak you will run richer than previously.

    I am going to scan the car this weekend and look heavy at the injectors duty cycle and the o2 sensors. I have a spare set of new o2 sensors and may just swap them out. The cats are probably ok as the NOX numbers are good. I have a spare set of them too... lol... but swapping them is not as easy. I have passed many times with the egr deleted before. I appreciate all the feedback. This is why I love this community!

    Getting ready to go to a local show. Gonna scan on the way. I parked the car in the house garage last night and I notice a pretty good smell of gas. I looked under the hood and it does not appear to be an external leak. I have noticed that the pump needs to prime every time I start the car, regardless of how long it was off. I wonder if I have some leaking injectors from the ethanol due to the time in storage?

    That is a possibility, ethanol eats rubber so anything is possible at this point. I hope you get it figured out man. I love that car. Take payments? Lol

    It is still hooked up the only line that isnt is the one that was in the bundle with the fuel lines. That one is capped.
