    Default 4l60e no 4th question

Im going back and forth with my trans shop, they did a bench build for me, 94 4l60e. Got trans installed after they rebuiltnit and i have no 4th, just a goes into neutral. I have done a TON of reading on this and juat have a couple of questions for the gurus. Trans shop first said it was possibly a tps issue. Then they decided it was ( i assume servo, but shop said governor of which i shouldnt have right?) Didnt fix issue, then.they came back with cable, ( he said throttle) but again dont have one, as its.not a 700 r4. When i said that, he corrected himself and said shifter... now here are my questions..
    1. If shifter were not adjusted properly ( this is a.converion into a jag) would i still be able to watch every thing being commanded with scan9495? It seems.to be in correct position, park locks it in place, reverse is where it is supposed to be, neutral is neutral and drive is 4 ( per scan 9495) would a misadjustment cause no 4th?
I can watch all gears.being commanded while driving 4th just goes into neutral, this is not a lockup issue,

2, could this be an electrical issue ? Ie, issue between trans and pcm, like a.broken wire? My understanding here is no, beacuae the solenoids are.doing ther thing to give me 1,2 and 3. But i may be wrong..

I have no codes and no check engine light.
Is it just a defective build?
I have read that it could.be the servo, the band, a blocked bleed hole or a stuck valve...
Any help greatly appreciated. Im at a loss, tired.of them telling me whatever they can think of when i call, theynhave had my car for almost 3 weeks now!!!

I want to make sure that I understand your post.

You can see 4th gear being commanded but you actually don't have 4th?

That is correct, when 4th gear is called for it goes to neutral revs go up, and it drops back to 3rd.

Ok. Did the shop give you a build sheet?

Sort of, its very vague, however its in glovebox and they have the car, i know they did clutches band sunshell , i want to say something called a sprag, pressure switches. (Thise were all in the box they tried to give me when i picked up tran)
Initial problem before rebuild was a bamg while driving and then a jangling with no forward gears until i went back to park, then i was fine, as long as i drove gently, as soon as i put my foot in it it would happen again. They blamed sprag for that issue, it was in pieces.

Usually when you lose forwards but not reverse, you lost or 'rolled' the sprag. That's why we tell our customers to launch the vehicle in manual 3rd to prevent that

If you only lost 4th, than it sounds like the servo to me.

If you lost a solenoid, than you probably would have lost 1st as well based on the trans' strategy.

But that shop has to make it right.
