Low Boost
I know this will be hard to diagnose via text, but Im all out of ideas, Quick description, Was supercharged and made 15lbs with the D1 procharger setup, then went turbo, Turbonetics 76mm, .96 AR, T4 flange, front mount intercooler, 50mm turbosmart waste gate and 50mm tial blow out valve, cam changed from supercharger, problem is no matter what I try, be it run 20lb spring, or 15 I only can get 10lbs of boost, one guy said my vacuum lines were routed wrong so I changed to his diagram, no change, installed a boost controller, no change, so Im listening to you all, Thanks

The wastegate fire ring is installed?
Cold side sealed up and no leaks?
Does it do the same with no filter on the turbo?
Any damage to the turbo?
Downpipe size?
How is the boost controller plumbed now?Correlation does not imply causation.

In addition to those questions:
Do you get any compressor surge?
Blow off valve weak or not sealed?
TB gasket and intake manifold gaskets in good shape?

So even on a 15 or 20lb spring you can't make it past 10lbs? Wastegate fire ring missing? Have you checked backpressure between the turbo and heads? Could be you're building enough to force the gate open too.
Two ports on the gate. Assuming backpressure is NOT an issue: Pressure side line (could be intake or cold side) to LOWER port by the base will give you spring pressure. NO vacuum line connected to the wastegate should give you roughly double the spring pressure in terms of boost. If you don't make spring pressure with the lower port hooked to the intake manifold, there's a problem there.

Kinda off the wall, but, any chance your MAP sensor went bad and is just not reading correct?

Bottom port of the wastegate goes to compressor housing, leave top port with with nothing if you want to just run spring pressure sans controller.
