Default Passing NYS inspection with an obd1 converted car

Hey guys, I'm directing this hypothetical question to anyone who has dealt with NYS inspections, but really any insight is appreciated. For those who are unfamiliar, anything pre 1995 in NYS just gets a safety check. 1996 and up is when they have to scan for CEL's. I'm in the market for a c4 vette, and I'm wondering how difficult it is to get a 1996 to pass if it has been converted to obd1. I'm looking for a 1992-95 vette, but I came across a 96 that I'm interested in.

Next to impossible lol. I live in NY and know of a few cars that are converted. Your best bet is to run an OBDII computer setup that is tuned to pass, then after the inspection, swap everything over. Keep looking for a '93-'95 and save yourself the headache.

Do they have an EXEMPT status for a vehicle that puts under a certain amt of miles per year? Thats how my camaro passes. Less than 5 k a year.

    Also...

How about a registration status that does not require emissions? My impala is also converted, however since I registered it As a classic... emission inspection is no longer necessary, so no plug in.

This is PA of course, but just wondering if there is anything similar there.

If NY is anything like PA then they'll have to scan your computer for the vin and codes which won't work if it's expecting obd2. You automatically fail with regular registration if they can't get a reading, even if you're exempt.

I have a classic plate here in PA and getting my obd1 converted 96 passed was a hassle. Classic requires no emissions but they still wanted to plug the car in which didn't work. Had to argue with the shop for an hour but a call to the dmv straightened them out.

Not with the examples i posted. The plug in does not occur with exempt or vehcles that dont require emissions. Only the registration form get scanned into the computer and mileage entered manually

That didn't keep the shop from giving me the runaround though. I think the laws changed here only a few years ago and they didn't believe a word I said about no visual/plug in.

It seems my only loophole would be to get historical plates on it, which I guess if the vehicle is newer than 25 years old can be very hard. Looks like I'll just eliminate any 96's from the search, thanks guys
