I am at a loss here. I have a mail order tune I am trying to load on my car. I have downloaded winflash, which on 2 different computers, it will not show up. There is a file I can open with a bunch of file it in, but no program to run.

I have also downloaded tunercat, and can get the program to load, but it is different than the program in the help guide. For one, the option to select com port is not there under options. So I have tried opening to tune to load anyways, only to have it say cannot load $see ecm definition file. I am new to this, and I am trying this on a computer with windows 7 and windows 8.1, same result with both. Any input would be greatly appreciated.

On Winflash you just select the file you are uploading, you can't open the actual tune. On tunercats you have to buy the $ee definition file in order to open the tune/flash.
You may try uninstalling Winflash and before you open the very first setup program, right click and make sure to set it in windows xp service pack 2 on the compatibility tab.

After re-reading your post it sounds like you need to unzip winflash. When the program opens, is there a button or option to extract files? If so, do that first

nope, no option to extract a file. It goes through the process of installing it, but it doesn't load anything to my desktop, and if I go and find the file, there is no option to extract. I have installed it and searched for it maybe 5 times on each computer. The only thing I have is FLASH under my CATS file. When I go into the file, there is no application or .exe to click to start winflash. If i right click it on either computer, there is not option to unzip it.

What's it do if you click flash?

Try uninstalling it and reinstalling it in compatibility mode.

I have tried opening it in compatability mode, but it doesn't even give me an option to open in comparability mode. There is no program to open, just the file that says FLASH. I will try again tomorrow, and report back.

It opens up with about 12 different files in it, like a picture, and a couple of other various files, all of which I have tried to open, none will load a program.

You may have to take some pics of what you're seeing so we can see what you see. I just recently installed winflash on a 64 bit system and vaguely remember how but it seemed to be a bit tricky.

After I hit finish, it closes down and doesn't open anything.

I find the FLASH folder.

This is what's in it. None of these will start the program.

I got it figured out using these steps from tunercat.

1. First uninstall the program if you have already installed it.

2. Log on to your PC as an administrator.

3. If you haven't already, download the setup program for the latest version
of the WinFlash program from the 'Downloads' page on our web site at
www.tunercat.com/software/winflash/flash_setup.exe (http://www.tunercat.com/software/winflash/flash_setup.exe) and save it to your
Desktop.

4. Before running the setup program right click on it. Select 'Properties'
from the pop-up menu and then click the 'Compatibility' tab. On the
Compatibility screen click on the 'Run the program in compatibility mode,
select the default Windows XP SP2 (or SP3), check the 'Run as administrator'
box, click on the 'Apply' button and then click on the 'OK' button.

5. Now double click on the setup program to install the WinFlash program and
follow the on-screen instruction to complete the installation.

6. After completing the installation you'll also need to set the WinFlash
program itself to run in compatibility mode. To do so, right click on the
WinFlash icon on your Desktop, Select 'Properties' from the pop-up menu and
then click the 'Compatibility' tab. On the Compatibility screen click on the
'Run the program in compatibility mode, select the default Windows XP SP2
(or SP3), check the 'Run as administrator' box, click on the 'Apply' button
and then click on the 'OK' button.
